When the British took control of the City of Philadelphia in September of 1777, they faced
a population that was friendly and hostile at the same time. Beginning with their early
occupation, General William Howe found it necessary to issue a series of proclamations
about everything from collecting blankets and rugs to prohibiting wood cutting. This
